INTRODUCTION
The job of the Ombudsman is to investigate complaints from members of the public who feel they have been unfairly treated by certain public bodies. At present, the public bodies whose actions may be investigated by the Ombudsman are: all Government Departments, the health boards, the local authorities, and An Post. Full details on what the Ombudsman may do, and on how to complain to the Ombudsman, are contained elsewhere in this information manual.
The Office of the Ombudsman is subject to the Freedom of Information (FOI) Act, 1997 from the commencement of that Act on 21 April 1998. The FOI Act establishes three new statutory rights:
- a legal right for each person to access information held by public bodies;
- a legal right for each person to have official information relating to him/herself amended where it - is incomplete, incorrect or misleading;
- a legal right to obtain reasons for decisions affecting oneself.
The Act asserts the right of members of the public to obtain access to official information to the greatest extent possible consistent with the public interest and the right to privacy of individuals.
This manual has been prepared in accordance with the publication requirements set out at Section 15 of the FOI Act.
